"But don't we need field testing?"

I've gotten this question more than once lately: if we're going to have this new test, don't we need field testing of it first?
Sure! Then let's stop doing the former test.
...just like Idaho and Montana.
Yup, turns out, despite the protests that the sky would fall and we wouldn't have any idea what was going on, etc., etc., two states--and California is waiting to hear--are rolling forward with ONLY field testing the new tests this year under their NCLB waivers.

...so don't tell me that this wasn't possible.
