Setting state standards

I've now seen this multiple times in reference to the ballot initiative reversing the Common Core standards:
The Governor can issue executive orders and the Legislature can pass whatever it likes, but neither the Governor nor the Legislature determine education standards in Massachusetts. That's under the purview of the Board of Education.
