Despite its wealth, Massachusetts ranks near the bottom — behind only Oklahoma, Arkansas, and Illinois — in finding stable placements for kids during their first year in foster care, according to data from the federal Department of Health and Human Services. About one quarter of children placed in Massachusetts foster care in 2015 had to be moved more than twice, according to state data obtained through a public records request.
