While the grants are filed at 1% the City takes three percent leaving grants folks scrambling to make up 2% from other parts of the budget. It would be better to just be honest and put down the 3%. The City can actually take even more--- the number is something like 3.68% Tracy, you made the most compelling case to school committee last year regarding this and if I recall you had your hand slapped by the then mayor. I do not believe that any of your current colleagues who sat on School Committee really argued against this increase.
