Bonus Board of Ed for September

The agenda (which doesn't tell us much) is here.
The livestream is here.

Martinez: setting new benchmarks for proficiency, lower to zero doesn't meet (I think)
he is just saying this aloud; it isn't shown or written out as to what he's saying...this is really hard to follow

in year 3 of target setting
a new measure we're calling grow to proficiency
"this wonderful work that's been done in passing the literacy bill"
that's the other strategy (well that is NOT hopeful)
already key milestones that we meet or meet ahead of schedule
"building support for legislature" on high school: on MassCore and MyCAP
presentation including sample regs at the October Board meeting
literacy regs could come to the October Board meeting
Now talking his way through this

"codifying content" beyond literacy (raise your hand if you saw that one coming!)
"go deep in each of these throughout the year"
"we sent you a two pager which lifted some of these metrics and a timeline" neither of which have been shared with the public?
having a Board lead for each area, be better informed

Lauren Secatore: (I just realized that I don't know here and THAT is because she came here from Chicago! I missed that!)
preview in the Board retreat, really especially dig in to what the focus are this year
"where do we want the state to be five years from now?"
Bringing state down to the local level

redesigning how we provide district support, now for lowest 25% of districts rather than 10%
right side is when those five year targets will come to the Board
"all of this work is in different places across the agency...some places closer than others"
"setting more bold and ambitious annual targets, thinking about the inputs and outputs of the agency"

"a shot across the bow"
five year goals and targets, what does that mean for schools and districts
by March setting aligned goals for schools and districts
Accelerated Achievement "where we're sitting side by side with schools" working really closely with those schools
asking that 20% of these schools meeting this year's annual target or making substantial progress
"big chunk of the work is setting North Stars" you very much cannot have more than one North Star

codifying early literacy law
practices
okay this is objectively funny: the bottom one is regulations on laws that don't even exist as bills yet!

"how do we move now while knowing we put things in place over time"

Stewart asks about high dosage tutoring seats and what the increase is
"served everyone who applied but it maxed it out"

Hills: "struggling with this"
"there's a lot of priorities"
academic achievement isn't on shoulders of current Commissioner; just got here
"a lot coming down the pike that you're proposing in the next year, which strikes me as overloading the circuits"
"unless I understand where there is capacity within DESE to work with districts"
"just passing regulations isn't what I have in mind"
"not comfortable" waiting for a year
"looking to do something different with the agency that the agency hasn't done"
"I can't support it"
doesn't mean that focusing on a smaller number of priorities and that might be good

Mohamed: reaction to reading the whole document (which hasn't been shared?)
saying that there aren't outcomes, benchmarks
irresponsible to not have some kind of strategy on how AI and tech are reshaping communities

Kahn: clarify how this is going to be implemented in the districts
"I think a lot needs to be done but tackling everything at once isn't possible"
"high reaching goals that quite frankly aren't even attainable by some of our schools"

Grant theory of action for the agency
54% profiency is aspirational
five year feels too far; not clear on what we'd be measuring next year
distinction between function of a state agency versus year over year, clear definitions of success
"aren't prioritizing things to have defined" agenda
"a lot of inputs but we haven't gotten clear on what we're measuring year over year"

Martinez: appreciate the feedback
the strategies are in place, believe they are the right strategies
lacking consistency on teachers using "highest quality curriculum"
unevenness across what it means to graduate from high school
spent year "shaping the literacy bill"
graduation plan "have gotten the leadership support as we're preparing for legislation"
(that's interesting if that is the case; leadership has not said this themselves)
the field is "very conscious of our target"
Accelerated Achievement: "casting a much wider nap"
"our state has a very high level of capacity" going into schools and see what is going on
very nuanced
"lack of clarity"
"now empowered as a agency to put that in place" (on literacy bill)
"I feel very very confident about these strategies"
"I will tell you: changes are happening...we have to send these signals now. I agree with your urgency"
"if there are members that don't agree with the plan, then that's the conversation we have to have, and Secretary, that's the conversation, we have to have with the Governor"
except he works for this Board, not for the Governor, so that's a problem if this appears otherwise
"have to build that up"

West: trying to make sense
genre of strategic plan
helpful to make explicit: paying attention to measures of student achievement in "ways we haven't for five to ten years" (I'm sorry: where has he been that hasn't been paying attention??)
"huge step in the right direction"
Martinez has done a lot to build the capacity of the agency to make sure that it is in a position to shift its role from primarily compliance to substantive support for schools who are being asked to turn around its current trajectories
hear talk of efforts underway to "make resources available in other subjects to codify best practices and share them"
impasse because the document doesn't look the way we want it to, but it doesn't fully capture the strategy of what I see the Department engaged in

Craven: specifics on the strategies
"subcommittees of the Board that assist in the massive amount of work"
"a lot of us have been on the Board for the past five to ten years...whatever that means we have to do it better and differently"
"growing pains...a lot of what we have voted on has been driven by the field" (what field?)

Hills: what (West) has described "is an optimistic version of where we are"
"I don't love where we are now...pick a couple of key priorities, lay out what you're going to do in great specificity....and do that in short order"
"nuts to sit here for a year to find out we're not happy with what we see"
"at best there's mixed sentiment on the Board"
"one of the two most important things a Board has to do: approve the direction of the organization"

Fisher: was in a webinar on accelerated achievement
are strategies in place, there is work being done
"I think I lean more towards the optimistic, based on that"

Zrike: normal that a board would want to give feedback on a strategic plan
don't think tonight's presentation does justice to the work being done
"there are strategies happening, maybe not as reflective as we'd like to see"
to see outcomes that the Department is working towards each year
come back with some measurable targets, to chunk it out a bit
suggest a way to provide a little more specificity because I know they exist

Grant: "we're sitting here as a Board because we're supposed to give feedback"
asking to see all of those parts put together in a cohesive document
what interventions are moving the needle and what role do you all play in the plan?
"we need a plan inside a plan"
what's the annual update what's the quarterly update...monitoring progress
"I don't appreciate escalated language around who's supportive and not supportive because we're all supportive"

Craven: having goals for this year isn't something there is disagreement on
maybe have another meeting about the specifics of this year

Mohamed: strategic plans are about setting priorities in deploying limited resources

Hills: needs to be further conversation
"significant dissention on the Board"
whether a special meeting or at the October meeting "put pen to paper"
Board members working on this "not to be part of the team at DESE"
"to be lead to the Board that the management team brings back to the Board"
"don't want to let the next few months go by where the Department is implementing a plan...a significant number of members of the Board aren't in support of"

Smidy: what is the Board's role? (excellent question! You set the direction!)
Two specific themes, agree with
more components that we're waiting for
missing components, including capacity of the Department
"unsure of how deeply we go into the specifics of this plan"
didn't have a conversation like this last year

Martinez: immediate steps being taken, don't leave the impression that we aren't doing anything
"now that we have (literacy bill) put ourselves in the position of being the primary implementers"
NO THEY ARE NOT
similarly with graduation
similarly with target setting "which we'll do with the field, by the way"
"the direction is very clear...I feel that we've gotten direction from the administration"
you don't work for the Governor!
"how we're doing this work: we're involving practioners"
"with the field...and by the way, we talk to them on a regular basis"
"talking to our advocates, our associations, on a regular basis"
I will reserve comment
"this isn't the kind of state that you develop a 2000 page plan behind closed doors"
work plans, still being refined
"implementation and details are owned by staff"
he does not appear to be actually allowing the lane of the board setting direction to happen, though; he has now twice said that is the Governor's job, which is simply not the case

Craven: oldest board in the U.S.
a lot of power that the Board has, some of which has been delegated to the agency
"do welcome Board members reading the Board's statutory authority"
which is not what he said

Smidy: is it our statutory requirement to approve the strategic plan
Craven: requirement for practically anything
good to circulate the Board statute as well

Martinez: most powerful power you have is regulations
nah, it really is not
literacy regs, grad standard regs, "going to feel like a lot"
"putting that in action, while we're still making changes to the agency...I gotta do both"

Hills: if some have seen more detail "that should make it really easy to show the rest of us"
"all I'm seeing is here's where we're going to be in five years...more to come over the next year"
"I wouldn't spend a lot of time on if the Board should vote to approve or should not vote to approve"
"It would be completely dysfunctional if the Board weren't in support in the strategic plan"
"kind of nuts of what Board not being overwhelming in support of the plan"
would focus on the concern; how you can strengthen support from the Board ASAP
"and then see if you have the Board's support that you need"
"It would be much much easier if the majority were in support of this"
"I ask that we have a vote on this when we're ready to have a vote"

Kahn: feel like an outsider, "I don't see how we're going to get from point A to point B"
put details in an email, in a doc, "have the same conversations over and over" if we don't

Grant: happy we're having this conversation
understand the full vision for each of the three strategies
"doesn't feel like a herculean ask...we're just naming what we were given is broader than what was given"
there are other states that have strategic plans
"I don't want to show up every month to have an adversarial conversation"
"I am also not going to move off our square" when we haven't had enough information
responsibility is "more than just approving regulations"

Craven: think we need to refine this year's goals
hearing feedback: this should be easily readable and easily understable
"nothing that detracts from the North Star" so we can measure progress against that
talked about the "urgency of test scores...it's not test scores, it's how students can achieve, it's how students can be great members of our democracy"
"want to have some very aggressive goals for this year"

Rocha: we have a level of urgency as Board members
important to understand the risks
what is DESE's capacity? need to understand to achieve goals we're talking about

Martinez: appreciate the feedback
hearing sense of urgency, want to change trajectory of where state is at
overall the state is down, lowest group is lowest "its ever been" (ever?)
October in-depth, new grad standards
already bringing the field along "because it's a lot of work with them"
North Star, testing with the field
Zrike, changes made really clear and consistent (what changes are the executive office making?)
whatever bringing at the meetings "will have a lot of depth"

Craven: another meeting before end of October
October 13 meeting on literacy regs (who knew?)
now some chat about if there is more meetings, too
October 6 okay I have totally lost track of which meetings?
nope it was the 13th...which is also not a meeting that is on anything?
13th on regs on right to read (at night?)
October 20th is the next regular meeting
