Board of Ed: literacy law implementation

 They're now adding a meeting to Monday night at 6 PM

there's a report here but there's also a PowerPoint which I wonder if we will get
anticipate bringing regulations in October as law "is quite prescriptive"
we're doing some retrospective stuff

curricular requirements:

DESE anticipates having the list available by October

"for the additional 40% of districts we anticipate will need to replace their curriculum for next year"
which I will note is a wild thing to think can happen
Districts can either: 

• adopt one off the list
• use the new DESE curriculum (that doesn't exist yet)
• get a waiver to use something else (applications in early 2027, decisions spring 2027, and gosh, what will happen if you don't get it?)

Grant: if we find ourselves in the position where 50% of districts are getting a waiver...
Martinez: share the concern
Board will see this at least two more times this year
Craven: asked Moriarty for a "task force"
Martinez: rely on the expertise of the Department
want to be very stringent on the quality of the content

note that all of this is predicated on the shared believe at so-called HQIM really are, and entirely ignores the significant issues that we're seeing from states that have already gone in on this: Massachusetts, why would we learn from others?

Upcoming regulations anticipated: 

Martinez: implementation is a process

different strategies, a lot of good lessons from what is already happening

Stewart: the goal is to implement
Zrike: think this law is as important as any law we've passed for a long time in Massachusetts
capacity of department to be sure districts are using the screeners they say they are
response: screening students identifies students; it doesn't get them the help
implementation of support, screening implementation
Fisher: teacher prep program, now will charge fee, will it impact programs
response: needs to be figured out

Martinez: also thinking about how we implement it for the field
Hills is asking for a deliberation prior to the meeting at which they have to vote to go out to public comment

Smidy: building structures on the Board to be effective
