Board of Ed for January: Commissioner's goals

 the backup memo is here: I'm going to stick the whole text below for easy reference

and oh dear it is Matt Hills again, whom we cannot hear

says he'll quickly summarize what came from the subcommittee
setting expectations
four different buckets: policy, DESE, governance, and something about connections? Maybe?
policy "central objective"
and he is talking and talking and cannot be heard at all
You know, it's not like this matters at all, so why should we be able to hear him?

"metrics a whole plan"
statewide graduation council; not suggesting the Board has approval rights, but there will be regulation changes needed
"collaborative relationships that should be developed"

Craven: underdeveloped goal is Board relationships; had planned a retreat in the fall, but timing is better now that he's been here
Smidy: add educators under stakeholder relationships
Hills: "let me give a reaction to that"
still can't hear him at all..going on and on and on...
"almost unobjectionable to have relationships with educators"
speaking with superintendents...didn't hear enough to hear his point, if he had one I could follow
Martinez: very intentional about meeting with teachers at each meeting
also connects with labor unions every month
"when we get into our retreat, what is our North Star for the agency"
can I propose they go read the state constitution? Because we know this already
can be really clear that we have the consistent North Star
Hills: don't want to move past it
Smidy: don't want people who haven't been privy to this conversation to misunderstand the omission of educators in this document
FWIW: school committees also entirely not mentioned in "Continue strengthening collaborative relationships with superintendents, school leaders, and community and parent organizations" either
have decided to add "educators"
Martinez: multi-year set of improvement plans that will really ground the agency
agency going through the largest reorganization that we've ever done
that leadership will make changes as well
"this is about culture shift; this is about grounding and being real about our culture"
that is working through right now
anticipate the literacy bill will pass: "will add a really great layer around best practices in literacy...how we will reenforce our implementation around literacy"
June report on graduation requirements
now they're having a thing about retreat scheduling, maybe in March...or maybe they are already scheduled for February 25; it is wild how much they just presume Board members can all drop their day jobs without checking

Policy

o Achievement.  Present to Board (and receive support) a near-final plan to work collaboratively with identified districts to reduce and eliminate gaps compared to 2019 and improve achievement beyond that baseline including 

buy-in from superintendents

strategies with gameplans for successful execution

role of DESE including cultural implications

overall performance metrics with timelines

key resources (financial and people) required


o Statewide Graduation Standard.  Finalize with Secretary Tutwiler (and receive Board support) the recommendations for new statewide graduation standard including 

all state and local elements

evidence to support links between new statewide standards/requirements and academic achievement expected for graduates

implementation timing including legislative and regulatory changes needed

resources needed for DESE and district changes


o Student Attendance.  Present to Board a plan to work collaboratively with districts to improve student attendance and significantly decrease chronic absenteeism including

o Literacy.  Present to Board a plan to implement and expand literacy initiatives including
