Yes, we're still missing kids

For those reading with concern today's Boston Globe column on the low income count: yes, the state is still missing kids. As I posted in February, MassBudget for the best analysis on this, as well, as some possible ways to fix it.
And Worcester, no, we didn't lose out on the change--since the proposed Chapter 70 change includes a "concentration" measure, as well--but we do have fewer kids included in this count than were included in the free/reduced count.
