Chicago is changing its school funding plan

And you can read about it here, but this is the bit that jumped out at me:
The proposal announced on Monday comes as the district moves ahead with a school-closing plan that uses a "recommended" class size of 30 to determine if a school is underutilized...
Are you kidding me? A recommended size of thirty? Further on, it says:
The district's controversial school-closing plan assumed the "ideal capacity" for schools would be 30 students per class, prompting some critics to complain that the school administration was moving to make classes larger.
Thirty is what happens when you run out of teachers. Thirty is what happens when you run out of space. Thirty ought not happen at all, but thirty certainly should not be WHAT IS PLANNED!
