On the state level, he's talking about unfunded mandates. He's calling for:
freezing school choice

eliminating transportation to out of district tech schools
he also wants to look at federal unfunded mandates: NCLB, and busing kids who are homeless.
This all gets sent to business standing committee for consideration over the summer, with an added request from Ms. Hargrove that they look at it closely on their summer retreat (still to be scheduled, last I checked).

Is he suggesting we don't fund bussing for homeless students?
If we had to cut transportation, wouldn't it make more sense to cut it from the people who don't need it?
In a word? Yes, that's what he's suggesting. We're required under recent federal law to bus all homeless students to their own school (the school they already were attending). He's saying we should stop funding this, along with all the other unfunded federal mandates.
And I'd agree that if you're going to go after federal mandates, homeless kids is not the first one to go after.
