Board of Ed for February: opening comments

Today will be (I believe) the sole appearance of  Amy Kershaw, as Acting Secretary of Education, as Steve Zrike will have started before their March meeting. 

Melissa Ryan, superintendent Berkley Public Schools (getting $1.2M in hold harmless funding, which means the state is funding them at 110% over foundation; has an enrollment of 599 students; they are regionalized at the high school level)
$44,925 in minimum per pupil funding 
she reads the increases that other districts are getting in their projected FY27 funding
reviewing $17M in grants "while Berkely is cutting teachers"
"there are solutions, but it begins with acknowledgement"
"right now zip code does matter"

Ben Tobin
supports testing for teachers (speaking of proposed regulations)
has experienced retaliation for identifying students with language-based disabilities

parents from the Pioneer Valley Chinese Immersion Charter School
student enrollment to reflect students served
transition students out of IEP students as a decline
(this is a school that's been known for not giving services to students)
and now transportation
long bus rides make it less feasible
Board of Trustees "has labored many hours in monthly meetings...to address these conditions"
thorough review of OML complaints: engaged a nationally recognized consultant for training and review
staggered terms, 
(did they get training in OML? because a "nationally recognized consultant" wouldn't do that)

Tim Nicolette charter school association
ask that charters get equitable funding for literacy grants
12 charter schools getting renewed
"charter schools are an integral part of the Commonwealth's education system"

Kariss McLaughlin 
speaks of 1/3 of Boston seniors not meeting MassCore standards (note that this is not a state required standard; that is something 
need a system that "looks at each school each year"
on civics she is finding kids that don't know things (?)

lists the connections to higher ed including Babson, where the chair of the Board works!

Gerry Mroz
