School lunch prices

Foley: statutorily required to raise prices
Allen: must raise prices over time to reach reimbursement rate, phasing in over time
recommendation that school lunch go up by five cents to $1.60
Colorio asks why don't we raise the price ten cents?
Allen: we don't need to balance our budget on this increase
we'll never reach the amount charged, as the inflation factor will continue to raise the amount we get back, and we're required to only go up to $2.51
