About those reimbursements?

MA DESE reports charter school reimbursement for FY17 is 58.8% of full entitlement; 1st yr increase covered at 88.7%, 0% for 5 remaining yrs

And remember: reimbursements are for INCREASES, not for the full amount going to charters.
