Worcester School Committee meets Thursday: FY21 discussion starts NOW

I mean, at least publicly it does...

If you want the one thing on Thursday night's agenda that you should note, it is the report of the Superintendent, which will be the first look at the FY21 budget numbers. The backup is not yet posted. Do note that this is, of course, the Governor's proposed budget, which is not usually--certainly never in this administration--where the numbers end up.

Do also note that the Department's requirements around reporting out on Student Opportunity Act spending was shared yesterday. I would say that they have rather aggressive definitions of what constitutes the "new" funding on which districts need to report. More on this to come

There are of course recognitions, retirements, and such...

Also on the agenda: not one, not two, but three subcommittee reports! The only one we're missing is Governance, which meets next Tuesday at 4:30 pm at the Administration Building (the agenda isn't posted yet; I'll share once it is).
Reporting out is the standing committee I chair (School and Student Performance; agenda here), TLSS chaired by Ms. McCullough (agenda for that here), and Finance and Operations chaired by Mr. Foley (agenda here; my notes here). As F&O had the second quarter report, there's about half a million dollars in transfers coming through there (transfers by cost center require a vote of the School Committee).

Reports coming back:
We are being requested to accept donations :
‑ $66.00 from American Life Insurance Company
‑ $79.60 from Box Tops for Education
‑ $500.00 from Big Y
...to Canterbury Street
‑ $118,200 from the Worcester Technical Skyline Fund to support the Innovation Pathways Program
‑ $2,000.00 from Worcester Historical Museum/Pow Wow Worcester to WPS Visual Arts
‑ ‑ $700.00 from Scholarship America/Target Field Trips to Flagg Street School to help with the cost of field trip expenses
‑ ‑ $1,514.00 from fundraising efforts to Lake View School
‑ ‑ $1,000.00 to Lake View School from donors
‑ ‑ $452.90 from Box Tops for Education to Tatnuck Magnet School

We are being requested to approve prior year payments  (and hey, we're getting actual explanations for why they're late now):
--in the amount of $367.50 to AA Transportation Company because the invoice "was not received or misplaced this summer when school was not in session"
--totaling $13,010.98 for JROTC instructors for whom no monthly minimum instructor payment for March through June 2019
--totaling $1103.02 for a teacher and an instructional assistant

We are being asked to approve grants:
--for Teacher Diversification for $74,482
--from UNUM for Strong Schools for a total of $20,000 ('though it's a bunch of different projects; check it out)
--for Targeted Assistance twice: one for $150,000 and one for $200,000 (aside from it being spent on professional time, it is difficult to figure out what is going on here)

New items:
  • Mrs. Clancey is requesting updates on CPPAC, ELPAC, SPED-Pac meetings and ways to include parental participation
  • She is also requesting that social media be translated (I co-sponsored, so I think I'm cleared to say HEAR HEAR!) and that we make certain Connect-Eds are going home in home languages
  • Ms. McCullough is requesting an update on what the impact of the merger of St. Peter-Marian and Holy Name will have on our buses (yes, Worcester students who attend those schools ride WPS buses)
  • We're being asked to DECREASE the mileage rate in line with the IRS (from 58 cents to 57.5 cents; no I am not kidding)
  • Miss Biancheria is requesting what new Ch.74 programs there are going to be
  • I've asked the City Solicitor to advise us on the legal "hey this is a public document" boilerplate to go on the bottom of our emails (No, I didn't phrase it that way)
  • I've also asked for a list of all fees associated with coursework in the schools
  • I've asked that we discuss this proposal of the City Council's that they move polling places back into schools without discussing with the School Committee
  • I'm sending the dress code not only to Governance but to the Student Advisory Council (This is going to be another one that only works if folks show up once it is being discussed in subcommittee; I'll let you know.).
  • I've also asked that we pass a resolution calling on the City Manager not to supplant our capital allocation for FY21 or future years with whatever work is done on Foley Stadium or Duffy Field as was discussed at the Doherty building committee meeting. We still need to be able to fix schools!
There also is an executive session at 6:

  • To discuss strategy with respect to litigation if an open meeting may have a detrimental effect on the litigating position of the public body and the chair so declares – Janie Lanza Vowles, Personal Representative Estate of Suzanne F. Miville v. Worcester Public Schools, MCAD Docket No. 1785CV00162
  • To discuss strategy with respect to collective bargaining if an open meeting may have a detrimental effect on the bargaining position of the public body and the chair so declares – International Union of Public Employees, Local 125 - Plumbers and Steamfitters. • To discuss strategy with respect to litigation for Worker’s Compensation- Instructional Assistant, if an open meeting may have a detrimental effect on the litigating position of the School Committee and the chair so declares.

Worcester School Committee meets Thursday

Yes, due to our April schedule being off due to holidays and vacation, we meet two weeks in a row!
You can find the agenda here.

We are honoring our Boston Globe Scholastic Art and Writing award winners!
And Donna Lombardi, our School Nutrition director!
And the Y, which was a great help to our crew team on their spring fundraiser!

The report of the superintendent is on the end of the three year cycle for Worcester East Middle School (my recollection is that we approved more than Worcester East Middle three years ago; I'm asking about the others)

We'll have a report coming out of F&O (which meets at noon on Thursday on the third quarter and on school lunch prices for next year).

We have a few responses from administration: on the facilities report online, on recess spending, and on Channel 11 funding.
Mr. O'Connell is asking about re-establishing the Doherty Satellite program, and is asking about bookbags in the schools.

And that's it! No executive session this week.

Worcester School Committee meets this Thursday!

The Worcester School Committee has its regular first Thursday meeting this week (and we're back to the 7 pm meeting time, too!). You can find the agenda here.
I'm still sorting my way through the Superintendent's report (which has four back-ups; check the agenda) on "District Systems of Support Review." post on that to come
We'll get an Opening of School report at our meeting on September 19.
Much of the bulk of the agenda---and why it'll look so think on our desks this week!--is the retirements/resignations/hires that are on this week. We have a resume for every new staff person hired, and it's quite a list!
There's a request for the formal agreement on the Regatta Point boathouse.
I'm asking for more information on the PARCC pilot this spring.
We're being asked to approve prior year invoices of $4,399.64, of $12,765.34, and of $1719.96.
We're being asked to accept an innovation school grant of $30,000 for Woodland Academy; we didn't get a backup on this, so I've asked for one.
Ms. Biancheria (et al) is asking for more information on the new attendance initiative; there's also an item further down asking that we accept (in advance) donations for this initiative.
And several requests for recognitions, plus we're supposed to have Mr. O'Neil from the WRTA in to thank him for putting those great reading posters on his buses this summer.

7 pm, City Hall!

Live posting from TLSS

but I'll be leaving early to get to the exam/IB meeting...posting as we go
Mr. O'Connell is running through the order in which we'll be taking the items.

Starting with crew, and we're getting a correction on the total, which should read $155,207.
We have not received any corporate sponsorships for new shells, but we've received extensive assistance from various teams and local community organizations.
Athletic Director David Shea lauds the booster club and students for their fundraising efforts to keep the club going.
We're looking at a cost to the district, if the district were to fund, of $61,707 per year, covering salaries, buses, uniforms, gas, shell rental, insurance, food, and truck rental.
Biancheria is asking for a full budget for crew before April.
Shea notes that the crew team is a citywide team where the students are working together across the quadrants.
Biancheria asks how we recruit crew team members. Shea: no students rejected. Tryouts are publicized through athletic liaisons at each school, through other students, and through social media (!).
Freshmen through senior year; Biancheria requests how many from which school and grade level.
Monfredo speaks again of corporate sponsorship; Shea says we have not yet explored corporate sponsorship
Rodrigues says Boone is looking to funnel donations through WEDF.
O'Connell on the history of the crew team; his suggestion seen by the mayor at the time as "typical from someone coming out of a 'preppy' background."

Preschool:
Monfredo asks if we're talking to private preschools
Rodrigues, yes, there has also been talk of a summit, when we have our meetings, same people coming all of the time. Need for additional full day preschool
Biancheria: accept kindergartners from outside the city, but not preschoolers
have we always had a waiting list? Yes, for typically developing preschoolers, but number of students varies by building.
Meade-Montague: waiting list is kept at both school and district level, so that opening levels can be filled, should they become available.
Biancheria: do we ever not have a waiting list at particular schools? Yes, parents have three choices. If there is an opening in their second or third choice, they can go to that school.
Meade-Montague: there have been times that we've opened a new site in January; those parents are contacted first.
Biancheria asks what the program needs: Monfredo responds including students as full day students in the foundation budget
Rodrigues: early intervention three year olds drive the number of classes we have for preschool; sometimes have to find resources on the fly to open another classroom
At age 2.8, we project how many students are coming in, as any student with a signed IEP must be in our schools by their third birthday.
Biancheria: how are we projecting? murmur from staff that Brian Allen does those projections
Rodrigues speaks of projecting students turning three who are on IEPs
quarterly with early intervention providers
Biancheria: we are ready on their birthday (even if they turn three in March); imagines that not having transportation is a deterrent
charter schools dipping into our budget; "we should come first"
Colorio: neighbors whose child attends preschool, is there translation to help them navigate the system and getting their kid to school? Yes, from Rodrigues. Do we have a proactive system of getting them there?
O'Connell: consideration to full-day preschool programs, are we talking to day care providers?
Rodrigues: meet twice a year with groups
is there anyway that we can help them or they can help us?
Rodrigues: hopeful that Governor's agenda will allow for expanded options
Comment from a mom that typically developing children's parents aren't getting the same sort of support; what do you do with the kid at 11:30? Difficulty in organizing
note from administration that day care transportation can be organized from the private provider.
Woodland Academy and Lincoln Street both have full day preschool; the remainder of the 37 sites are half-day sites.
Waitlist varies from year to year. Sometimes the half day precludes families from applying.
Colorio: have we considered a 3/2 full day preschool (two full days, 3 half days, or vice versa).
HeadStart has over 700 students across the city with a waiting list, as well
O'Connell suggests something that lays out the options available to parents...perhaps through the regional school daycare providers
comments on the limited space we have for any expansion we have
note that Head Start is up for a cut under sequestration, now ticking down to March. If that cut went through, that would be eight of our Head Start teachers.

participation in crew

report on costs for crew: Biancheria
"We have said a number of times that there isn't a dollar amount that is attached...not a dollar amount to participate.."
"if we are looking at dollars that are much higher to be on the crew team than elsewhere, perhaps we need to look at this process"
