Both of these are taking "competency determination" out of the language: in the Seal of Biliteracy and in student records. The request today is to send the proposed regulation changes out for public comment through December 5, with this back before the Board at their January meeting.
Seal of Biliteracy
remove CD; clarify and streamline procedures for notification; transcripts, and terminology; pathways to demonstrate English proficiency; support equitable access
seeing numbers of students completing Seal of Biliteracy growing
Commissioner speaks of wanting it for elementary
equity success for students ever identified as English learners
West suggesting that only MCAS should be allowed as the option, save for those who have transferred in after the 10th grade MCAS ELA.
Hills has questions about the policy on public comment
"I don't personally have an issue, but...how much time do we want to leave things open to public comment?"
Johanna Wakelin (general counsel): requirement is that the public comment be 21 days after publication in publication
usually is longer
Hills: have been strong feelings on the Board about length (no, he personally has had those feelings; no one else has said this)
Martinez: is always up at 30 days
Craven: if things are controversial, maybe longer?
Hills; but let's not have a whole discussion...let's leave it open so people don't have to scramble
the one thing that 30 days doesn't necessarily allow is for multiple school committee meetings if they meet once a month
Smidy: regional agreement had to be expanded
Hills: let's have a general understanding that it is 60 days unless there is a...
is this a state regulation or a law? Is the Board making up rules that aren't under their purview?
clarifying now that it is 21 calendar days
Martinez says 60 days "is common in school districts"
that is not true at all, at least in Massachusetts; most districts speak of number of readings (which is usually meetings); they don't specify days
Vote to go to public comment: unanimous
Student records 603 CMR 23.02
would delete the words "required for the competency determination" but add "high school" before "MCAS"
and add "and, when applicable, any seal or award endorsed by the Department of Elementary and Secondary Education"
Martinez: the secretary and I are proponents of other seals
"more to come on that"
Vote to go to public comment: unanimous
