June 2025 Board of Elementary and Secondary Education: HOLYOKE!

Tutwiler: announced last night at Holyoke School Committee that Holyoke is exiting receivership on July 1
provisional decision made last fall by Johnston
based on evidence of Holyoke School Committee's Local Control subcommittee
"well prepared to resume local governance of that district"
Soto will continue as interim superintendent for next school year
Lauren Woo's work behind the scenes in working on this

Garcia: "a long journey"
Thank you for patience throughout this work
local government work is complex and not easy
"some soul-searching on the Commonwealth side...people recognizing there was no blueprint to do this"
Johnston: came to table, "we're going to figure this out together"
"we're trained up for this moment"
"hit the ground running and do the important work that we need to do for our children"
lauds Soto, speaking of Holyoke avoiding layoffs,"there's often this idea that teachers should be at that level" but management is important
"never lost sight of the priority, which was our district's children"

Rivera Colón "thinking of who are those people up in Boston making those decisions"
"saying thank you for all that you do to make education possible for all the children in the Commonwealth"
really needed to be patient 
"this is not a goal; this is only the beginning"
"all hands on deck...everyone doing all they can" for all students to have what is possible
"we're not a case study; we're a best practice"
able to know what is needed; put together capacity building plan
"people who really believed in local control" in the power of local community
part of the progress that got us here

Soto: express gratitude
everything in support of creating a school department where children thrive
strong leaders that are in place and build off the strong foundation you helped create

Moriarty: "accountability as a statewide action step is not where it should be at all"
"academic outcomes are not the reason for coming out of receivership"
"what does this process as it exists under the" law mean for us?
"I never believed the administrative structure of the Holyoke Public Schools" was the issue
"that should be articulated"
think of the time to review and reinvent the far reaches of the accountability system is overdue

Stewart: still have two others, still don't have a process, can look at this
"think it's really worthy" to celebrate the gains that have been made: suspensions down, graduations up
progress for multilingual learners and students with disabilities
"local control with conditions" is unique
"raises concerns about" restoration of local control's authenticity

Hills: "leadership matters and really good leadership matters a lot"
"right people in the right place at the right time"
