Shadowing this debate is an often unspoken skepticism about whether public education can be lifted. In some quarters, a sense of hopelessness exists that feeds into the notion that charter schools are a rescue operation for education, not just an alternative.That's a terrible, untrue and self-defeating attitude and one the RISE Act rebuts. Problems exist in public education but they also exist in charter schools, starting with the selectivity involved in the admission process.
