Rating schools by test score...and punishing accordingly

All of what Senator Pat Jehlen and Professor Jack Schneider said in the Globe today is right about how we rate schools, how it's wrong, and how the state totally wimped out on us by shirking moving to more of a growth formula for deciding things around charter schools.
