The Leicester School Committee has
won their case against the town on the issue of special education prepays. This is the (common) practice of using one year's funds to pay (ahead of time) the next year's special education tuition. As school districts may not (mostly) carry funds over from one year to the next, this is a way of taking care of next year's expeditures when you have the funds to do so (or anticipate not having the funds to do so the following year, as the case may be).
